An unusual VP debate -- it actually matters

WASHINGTON (Reuters) - Vice presidential debates rarely play a role in White House races, but the showdown between Republican Gov. Sarah Palin and Democratic Sen. Joe Biden will be different -- it could matter.

The highly anticipated encounter on Thursday between the verbose Biden and the sheltered Palin will likely draw a larger television audience than last week's first debate between their bosses, presidential rivals Barack Obama and John McCain.

The spotlight will be on Palin, the unknown moose-hunting mom from Alaska whose surprise choice shook up the White House race, made her a political celebrity and raised concerns about her readiness to step into the top job -- the prime function of the vice president.

Since then Palin has been protected from reporters, giving just three interviews and holding no news conferences. It is a strategy that has only intensified the concerns, raised the stakes for her first unscripted performance and made her the butt of late-night comedy jokes.

"Vice presidents normally don't matter, but there is a threshold they must cross to prove they can step in and be president," said Mitchell McKinney, a communications expert at the University of Missouri.

"The bar is low, but if she doesn't cross that threshold it could damage McCain," he said.

On paper, the pairing looks like a mismatch. Biden, 65, the talkative but unpredictable chairman of the Senate Foreign Relations Committee, is one of the most knowledgeable Democratic foreign policy experts.

He will try to reassure voters who still harbor concerns about the relative lack of experience for Obama, a first-term senator from Illinois who has a slight lead in opinion polls ahead of the November 4 election.

Palin, 44, a self-described hockey mom, has seemed hesitant and heavily coached in her interviews. She must reassure voters who are worried about her being a heartbeat away from the presidency under the 72-year-old McCain, an Arizona senator.

'LOW EXPECTATIONS'

"It will be pretty easy for her to exceed expectations -- they couldn't be any lower," said David Steinberg, a debate coach at the University of Miami in Florida who recently watched tapes of her 2006 debates in the race for governor.

"She was very articulate, certainly competent and assertive," he said. "She was quite good."

The McCain campaign has been quick to attack anyone who criticizes Palin, accusing them of sexism or condescension. Biden will have to walk a fine line in not appearing too assertive with her.

"I don't want to be Joe Biden on debate night. He can't be a bulldog and he can't be a wallflower. He can't be too knowledgeable and he can't be too passive," said pollster John Zogby. "He'll be like the dad up there with his daughter -- and dads never win."

Biden was a forceful debater throughout the long Democratic primary season, when he unsuccessfully battled Obama for the nomination. But Steinberg said Biden was unlikely to challenge Palin directly and would take his case straight to voters.

"He should look at the camera, kind of like McCain did on Friday night, and avoid a direct interchange with her. He'll try to focus the debate on McCain, not her," he said.

But Biden has been mistake prone, most recently when he referred to a televised speech by President Franklin Roosevelt after the stock market crash of 1929 -- four years before Roosevelt took office and long before television became widely available.

"The fear for Democrats is that Joe Biden will slip up and say something he shouldn't and patronize her. That is exactly what they are working to avoid in practice sessions," Steinberg said.

Vice presidential debates rarely produce campaign-changing moments, although they have featured memorable performances. In 1988, Democratic Sen. Lloyd Bentsen delivered his classic one-liner to Republican Sen. Dan Quayle: "You're no Jack Kennedy."

The 1992 debate featured the befuddled performance of independent candidate Ross Perot's running mate, Adm. James Stockdale, who wondered aloud: "Who am I? Why am I here?"

Both candidates are taking breaks from the campaign trail to practice for their encounter. Palin plans two days of debate preparation at McCain's Arizona retreat.

The campaigns have tried to shape expectations, and Obama aides said they had seen tapes of Palin's debates during her run for governor.

"She's a terrific debater. She has performed very well. We expect she'll give a great performance," Obama campaign manager David Plouffe said.

I can't wait......it will be TO THE SLAUGHTER HOUSE FOR BIDEN............I love Palin..and wish her all the best. I am sick and tired of the democrappy lies lies and more lies.......NO BAIL OUT EITHER......if my family with a SOLID INCOME....couldn't work out a reasonable deal, we were stripped and betrayed..........NO BAIL OUT FOR LOW INCOME FANNIE MAE AND FREDDIE MAC.........JACK RATS.......

after watching the Presidential debate and OBAMA no teleprompter....he was a mess......sounding like TO SIR, WITH LOVE....well he is certainly NO SIDNEY PORTIER.....AND NEVER WILL BE..........LOL......I can't wait.

My only concern is that the moderator be fair and non biased. As in the past, questions have been asked of the dems that any idiot could answer but the questions thrown at the republicans were multi level and almost always had open objection regardless of the answer. I know I will receive much repercussion on my thought and cannot quote exactly what those questions were, but we all know that they were as stated admit it or not.

perhaps you should have picked an article that was alittle unbiased; John Whitesides, Political Correspondent - Analysis, has her losing the debate merely by the tone of his article. It's getting old when the media keeps criticizing her; yet leave out the forgetful drunk Biden.

Biden will lose it he is a very emotional guy and there will be no way he won't slip. I hope Palin get under his skin just like McCain did Obama. Plus Biden talks to much and that will be his kiss of death.

Gwen Ifill is anything but fair or reasonable. She is far to the left, I'm suprised she can still stand. Although, I will say that the moderator, Jim Lehrer, did a much better job then I expected with regard to the presidential debate. I can't wait to watch the debate.

AMYK - all VPs are a heartbeat away from being in charge. In fact, Obama's despised so much, he'll probably be afraid, and will double secret service protection. In fact, he requested earlier than any other candidate in history....he knows he's not liked by real, hardworking Americans....only shuddering, starry-eyed knuckleheads are supporting him....

I don't know why everyone judges these folks by their interveiws with the media people, I mean who the hell are THEY? Gibson, Katie and the others? They are nobody, They are not in politics, They are supposed to be reporting the news, Instead they spin EVERYTHING in the direction they want you to beleive, What makes them political experts? I can say they are alot like politicians, They have a platform but they abuse it constantly and alot of americans are finally starting to see that, They no longer hold the monopoly they used to have, Katie has the lowest ratings in her networks history and will be gone soon, I can't wait for the day after when all these leftwingers are reeling from the landslide that is about to be handed them,Miss Palin will be fine, Bidens a loose cannon and will be very interesting to watch.

Here's an update.. something I just read:

"Questions are being raised about the objectivity of Thursday's vice presidential debate moderator after news surfaced that she is releasing a new book promoting Barack Obama and other black politicians who have benefited from the civil rights struggle."

Based on that, do you still think she can be fair and unbiased with her questions?

Absolutely not, Here is an Idea, How about putting in a regular shmoe like us and having them ask the questions,Both candidates get the same question and the same time to respond not one candidate getting the question and the other responding to the firsts answer?

Gwen Ifill and the Debate Commission have both failed to illustrate any intellectual honesty in the process. Liberals say that Republicans could see her book on Amazon and that it was not a hidden factor. (what a lame excuse)

Had it been moderated by a conservative who suddenly we discovered has a book out on McCain and Palin, the left would be on it DEMANDING resolve!

Don't even come in here pretending to have some sort of ethical core value position from the left. America has really had it with the left and now with a price tag of 700 Billion landing in the taxpayer lap because of the antics on the left... Life as Democrats know it is about to change forever! The new media will make sure of it.

Reportedly the book deal was made before Obama was even a candidate and it was to be on the evolution of the black politician. The chapter that will be on Obama has yet to be written. It seems as though FoxNews reports left out these little bits of trivia.

If Palin does very well as expected, the moderator will probably not be mentioned. But if she doesn't, her campaign will have readied someone to blame.

Not too many criticisms were leveled by FoxNews at Rick Warren before or even after he moderated his fiasco.....fair and balanced?

I agree with the moderator's comments; she says to wait and see, and judge for ourselves...so, in a way, she's under a microscope, just like Palin. I feel she'll behave, or lose mountains of credibility.

"wait and see".. IOWs.. I just don't care. She destroyed any idea of being objective. If Palin does well, it will now be because the moderator was too intimidated to engage her harder... if she does bad, then it will be her own financial interests she is protecting to see Democrats win.

She is completely tainted now. To remove her now, then the next moderator will be excused as not having enough time to prepare.

shadows.. nice try at blaming FOX NEWS, but that just shows YOUR bias, as ALL media should have called this out! The book deal timeline is NOT the issue.. its that the moderator had a responsibility to put that book deal on the table with the debate commission and failed to.

From what I have read, she has not written word one of her book, and she is wondering why everyone thinks her views on Obama will be favorable. Her book will not be published until at least January.

If McCain has faith in her to be professional and impartial, so do I.

Also, she is from PBS, not one of the commercial broadcast stations.
