AN APPEALS COURT FOUND THAT A SEMINOLE COUNTY JUDGE WRONGFULLY SUSPENDED THE CITATIONS EARLIER THIS YEAR AFTER DRIVERS CLAIMED THEIR TRANSPONDERS WEREN'T WORKING OR PAPERWORK MISTAKES.
